KRS 61.810 Pursuant to KRS 61.810 all meetings of a quorum at which any public business is discussed or at which any action is taken by the agency, shall be public meetings, open to the public at all times. However, there are certain exceptions where agencies may enter into a closed session provided that notice is given.
1) Land Acquisition - KRS 61.810(1)(b) authorizes the Commission to enter into a closed session to discuss the future acquisition or sale of real property by this department when publicity would be likely to affect the value of a specific piece of property to be acquired for public use or sold by a public agency.
2) Personnel Issues –-KRS 61.810(1)(f) authorizes the Commission to enter into discussions or hearings which might lead to specific actions concerning an individual employee.
3) Legal Issues/ Litigation Strategy – KRS 61.810(1)(c) authorizes the Commission to enter into a closed session to discuss proposed or pending litigation against or on behalf of the public agency.
