Special Commission Permit


Each year, the Kentucky Fish and Wildlife Commission may award up to 10 special permits for each of several specific game opportunities (currently black bear, deer, elk, spring turkey, and waterfowl). These special permits are awarded to eligible nonprofit wildlife conservation organizations. The organizations sell the permits to fund conservation projects within Kentucky. To qualify for consideration, the organizations must complete an application by May 1st each year and provided required documentation to establish their eligibility. To be eligible, as detailed in 301 KAR 3:100, the organization must:

  • Include a stated purpose, as expressed in its articles of incorporation or bylaws, to conserve and enhance fish and wildlife resources to provide opportunities for hunting, fishing, trapping, wildlife education, habitat enhancement, or related activities such as shooting sports, hunter and angler education and training, boating, etc.;
  • Hold status as a nonprofit organization pursuant to 26 U.S.C Section 501(c)(3); and
  • Be incorporated under the laws of Kentucky or any other state or be an affiliated regional state, or a local chapter of a parent organization that meets those requirements.

Already awarded permit(s)?

Whenever an organization applies for and is awarded one or more special permits, the organization is required to complete an annual report, as detailed in 301 KAR 3:100. The reports must be submitted annually by May 1st, until all funds are expended and reported or remitted to the Department. All expenditures must be made and reported upon or remaining funds remitted to the Department no later than May 1st on the third calendar year following the application for the awards.
